Upper Murray Regional Library is a company limited by guarantee. Eight councils have a representative on the board of directors, City of Wodonga, Corowa Shire, Towong Shire, Greater Hume Shire, Urana Shire, Albury City, Tumbarumba Shire and Indigo Shire.

The library has 2 mobile libraries and 12 branches; Albury, Beechworth, Chiltern, Corowa, Corryong, Holbrook, Lavington, Mulwala, Rutherglen, Tallangatta, Tumbarumba and Wodonga. The administration centre is located in Wodonga.

All branches are on-line to the library system, and provide free internet access to library members. Books etc can be reserved from any of the branches free of charge and sent to the member's nearest branch. Reservations can also be made on-line on this site. Members can check their current loans and renew on-line.
